No, it was a less than glorious episode in Russian history. Whatever the faults of the Romanovs (and they had many) they did not deserve to be murdered. There are many better memorials to them.

I think that the present Russian government is happy to have had the special attention it gave the murdered Romonovs a few years ago, reburying their bones in a proper church funeral service and that is all.
I don't think that they want to create a memorial that might become a shrine to the czar and his family. Then people might want to return to a time that was considered simpler and easier (although it wasn't.) Why create a problem where there isn't one?
