It is possible. Get a new hard drive and set it as primary master, set your current drive as primary slave. Get a copy of a low level hard drive recovery program such as Spinrite 6. Run it on your primary slave (Your current drive) in it's greatest capacity without destroying data. (level 5 for spinrite 6). disconnect the power and data cables from primary slave. Set up your OS and programs on your new hard drive, and get it back up and running. re-connect power and data to primary slave. Start your computer. You should be able recover your data from your old hard drive then. If any of this confuses you, take it to a qualified professional, tell him what you need to recover from the drive, and how you want your new drive set up (What OS, and programs).

If it was working before than it sounds like your HDD is buggered. Does any error message come up? I fyou do get it to boot then copy as much data to a CD etc if you have time. A specialist PC shop may be able to recover lost data.

If its making a noise it is mechanically defunct and your only method of retrieving data is to take it to a professional. It wont be cheap either and he may not be able to retrieve anything!
