If you are new to India / its tourist places in North India, I suggest that you go to the respective cities of your own then take conducted tours within or around those areas. However, as exception, you can have conducted tours for Agra and Jaipur from Delhi itself.

Plan your journey in view of your time, budget and health matters and can go to the following popular places in December:

Delhi
Agra
Jaipur
OR
Delhi - Jaipur - Bharatpur - Agra round trip from Delhi itself.

Chandigarh - Pinjore - Kasauli - Chail - Shimla; all in one direction and have their respective charms.

In Rajasthan: Jaipur, Pushkar, Jodhpur, Udaipur and Mount Abu (if possible); all in one direction and can be chained together. Here, you can start from Mount Abu and move to Udaipur, Jodhpur, Jaipur and Pushkar.

Hill stations of North would be quite cold in December. If chill is O.K. with you, there are plenty of options in Uttar Pradesh, Uttranchal and Himachal Pradesh besides what I have mentioned above in Himachal Pradesh.

If interested in wild life, you may go to Ram Nagar - Jim Corbett National Park, from Delhi.

Haridwar, Rishikesh, Amritsar, Mathura etc are the places mainly for pilgrimage, if interested.

In fact it is very difficult to suggest unless your interests, preferences and other factors are not known. List could be endless and you may have many more recommendations by other answerers. You even have plenty of choice to visit uncommon but extremely beautiful places, again a matter of preferences.

Consider everything and plan your trip very well for full value of your money, efforts and time.

kolu and Manali is the best place in North India. Its basically a hill station. the manali is full of snow mountains.
For taxi you can choose, TamilNadu Travels from New Delhi. This is more economical. it cost around 170$ for a team of 5 person to go and come back from delhi.
The travel agent is located in kotla market, lodhi colony, new delhi.
