First and foremost is the overall culture of the organization which prescribes how they do things, what gets rewarded, what is expected and how to behave. Second is the "cause", the meaning behind the work. Then, most people say their boss is a critical factor, so the boss has to be interested in their career and future and demonstrate that every day. Then there is all the usual stuff, like raises, stock options, bonuses, recognition and rewards, benefits, learning opportunities, etc.

It's not money. At least not for the long haul. To truly motivate your employees you need to empower them, make the business transparent, and listen to their needs. This builds trust and studies show that intrinsic motivation benefits the company's bottom line.
