This is the way I remember to calculate percent.

....Z............0.13
....---....=....-----
....100........1.39

1.39 x Z = 0.13 x 100
1.39 divided by 13 = 9.352518

So 0.13 is about 9% of 1.39.

if you are rounding to the nearest whole percent, yes, other wise, rounding to 3 significant figures (because the numbers you have use 3 sig. figures) the answer would be:
