What you are witnessing is in fact part of the government experimentation that went on over 50 years ago. The common citizen would more likely know this via Area 51. Do not be alarmed. well, seeing as today is the 4th of july, its the birthday of america's freedom, and people often set off fireworks, a sort of bomb that uses lots of gunpowder and modern science to create an illusion of pretty sparkles and explosions that help them celebrate their patriotism!
