Growers plant rose bushes at the end of each the rows to help them monitor the area for bugs and diseases. Roses and grapes are susceptible to powdery mildew but the roses will show signs of mildew first.. basically act as a warning sign for the grower so he'll know when to spray to protect his grapes. The same thing with regards to insects.

Great question When you go to wineries you get told several answers. One is that if there are diseases that will affect vines they show up in roses first, and that sounds quite plausible. Another is that it dates from when they used horses to pull plows and they didn't want the stake at the end of the rows to be hit so the thorns on the rose deterred the horse. But if you walk a few yards into the vineyard you'll see that only the rows that face the casual visitor have rose bushes at the end, the huge majority of the rest are without disease detectors and horse deterrers. So the real answer today is because they look good.

I agree -- I was going to say maybe the roses will be a trap crop for the Japanese Beetle which loves grape vines.
