No - When you are dunked, it will serve to weigh you down because it wouldn't be water-tight.

I don't see what the problem would be. If it's a rain suit, it's not gonna react violently with water. It won't smother you. It won't absorb water.

I'm missing the point of the question.

one way or another your going to get wet and once you are dunked once you coat is going to be wet and soggy
maybe a like jacket lol

Not a good idea cause it may get water in it making it hard to get back up
