Is it possible to build a solar panel from things that are laying around the yard, or at least near by? A lay person could make one couldn't they?

A solar panel that produces electricity is made from Silicon semiconductor material. Sadly, a solar cell of this type this current technology will never make enough electricity to pay for itself. The benefit comes from having electricity were it would otherwise be unavailable but hand crank generators make more power for much less cost. If gyms replaced their exercise bikes with pedal generators that would produce more power than covering the entire roof with solar panels. Solar heat collectors are more cost effective. Preheat your domestic hot water by running it through black pipes inside black lined, glass covered boxes on the roof.

No, solar panels are made with Silicon, I think, or whatever it's called, but it's hard to find and expensive if you do.

it is possible, however, they are reasonably priced and pay for themselves shortly. depending on how much power you want to generate, you will need a battery or a series ( bank ) of batteries to collect the energy you capture. these are expensive, and require regular maintainence. they also liberate highly explosive gases, i.e. hydrogen and oxygen. either consult a professional or at the very least, thoroughly inform yourself.
