Most companies will only work them less than 40 hrs. per week. reason is at 40 hrs. they are considered full-time and eligible for benefits. So any job till 17 - 18 you will most likely do less than 40hrs.

This depends on thw country.
According to the Washington State Dept. of Labor and Industries.
16-17 year-olds can work 20 hours a week during School weeks and 48 when non-school weeks (vacation)

In the UK Young workers cannot usually be made to work more that eight hours a day or 40 hours a week. These hours can't be averaged over a longer period. There are some exceptions to these rules.
