I have been in that situation a lot of times and it takes me too long to ask... then I would realize later on that I should not have wasted time and just ask the question straight to the point... maybe over some drinks... just make sure that you can feel that he is kinda comfortable with you already...

If you are gay just tell them and see what their reaction will be
then ask them if they are gay
If you out of the closes that is and you think it okay

Bring it up in general, talking about gay rights and how receptive society isand so on. Then ask them specifically.

you don't ask. You give them 'the look' and if they respond they are interested in you, gay or not.

just ask in a polite tone "are you gay? and if so, do you want to get together?" that's it.
