I definitely recommend you to spend your layover seeing a bit of Frankfurt. If you are a bit adventurous and flexible, you will have a good time...
The city of Frankfurt is very easily reached from the airport with the subway ("S-Bahn") in less than 20 Minutes. Take S9 to the direction of Hanau and exit at the station "Hauptwache". It only costs a couple of Euros (maybe you should get a day-ticket).
When you get out on this station you are on a big shopping-mile with stores and cafes etc.. From there the "Römer" (see post above) is not far, you can walk in about 10 minutes or take a taxi (ask your way around - Germans do speak English - if you are polite enough to ask, whether they do or not (!!!!!) )

Check out this link for more info about Frankfurt (you can also check the weather and you will see, that in Summertime Frankfurt is not cold...!):

Frankfurt Flughafen is not really that close to DOWNTOWN Fkt. Course you could take a taxi but it's not cheap. Roemer Platz is directly downtown and has beautifully maintained half-timbered buildings. You might have time for a cup of coffee or an ice cream, sit outside for a few minutes but then you'd have to taxi back to airport - lugging your luggage with you - again, not cheap. Fkt Flughafen has an upstairs air museum also several nice shopping areas. You can also sit at outside-cafe style tables, drinking coffee, and watching all the international travelers which transition through Fkt. I'd opt for that instead of a VERY expensive, short ride from the Flughafen to downtown. AND Fkt is not cold in the summer!!

i was there myself.
i take it you are going elsewhere from Frankfurt and need a place to hang for a few hrs.
trust me, you will probably be jetlagged and since the time difference maybe you will also be sleepy.
or i could be wrong and you could be one of those types who can adjust quickly and not have any problems with the time difference.

in Frankfurt, there is nothing worth mentioning. it's very cold, even in the summer time..i was there both in summer and winter.
the sun hardly ever comes out and when it does, it's only for a few hrs.
it is very clean in Germany..
you will see alot of American military planes there, cargo and troop transport planes.

5hrs isn't that long to hang out anywhere beside the airport, considering all the hassel you will run into going in and checking out and back and forth..you may miss your connecting flight.
