if the game has started its up to the umpires. a variety of factors are taken into account:
-is it the teams last trip into the city?
-do the teams have any common of days?
-how late in the year is it?
-is there more rain on the way?
-how hard is the rain going to be?
-how well is the field draining?
-how late is it?
if the game hasn't started its up to the home team. mostly the same factors apply.

They wait until the Umpire decides to call the game.
