Perhaps you could try some of the stationery/art stores at Bras Basah. But I can't say I've ever seen them there. You could also try some specialty stores - like Print or Bookbinders - they have nice pens there.
Perhaps you might want to try a calligraphy pen instead.
By the way, you're looking for an actual quill pen, i hope - like a feather? If you're looking for Quill branded pens, then find them here:
