The major problems of a community can be divided into several facets ,i.e. interaction ,setting up of a platform for regular meetings ,respect of sub-community right of expressions ,tackling social ills or unhealty developements by involving larger section of the community both the experts and the lay men for self help before the authority come in.
Community problems can be developmental or borned within the
structure of the community ,so besides specific and micro measure ,holistic and comprehensive approach should be adopted for long term solution ,e.g drug abuses ,pollution ,crimes both property and violence .It can be very localised or prevaling for that particular country .

Making rules. Like no junk cars in your yard.
Enforcing rules.
Getting the best for the majority.
Enough money to improve streets, etc, hire policemen.
