This is the question of the century. Luckily, I found an answer that works, finally.
I use "St Ives Apricot Scrub with Salicylic Acid acne medication". It will exfoliate the skin, and get the dead skin cells off the area, not letting them close over the area. Cosmo and glamour have both suggested using salicylic acid for this - it keeps pores clean and clog free of oil, dirt, and sweat. Just make sure you use it immediately after you shave, if you wait til you have ingrown hairs, it tends to hurt. :) Good luck!

If it is your first time, this is a good question.
Luckily, I've never gotten ingrown hairs.
SO, i wouldn't really worry about it.
Keep the area clean.
Also, try depilatories.
