Rent a movie & get some microwave popcorn. cokes. Or get the ingredients to make your own pizza.
Stay home & make homemade ice cream or make cookies from the deli case at the store.
Take her to the park, beach, lake, hiking trails for a walk.
Look in the newspaper or online for free local attractions in your area.
Museums, art shows.
Find manufacturing plants that do free tours.

I really like a few of the ideas I saw - the one dollar movies are a good choice. One of the things I do for my job at a newspaper is the community calendar. There are often free or cheap concerts and plays. Check your local paper or their website. Things like a walk are great, too, or a bike ride. Maybe tennis if you like to play and there's a court near you. Have fun!

Cooking for her is a great idea, also you can make a lunch/dinner and go somewhere with it. You didnt say where you lived but think about what she likes or what she might find interesting. And most importantly if she really likes spending time with you she won't care about you having to spend money to take her places.

For free you can tour the Anchor Steam Brewery in the mission district. You can see the mission, too, for that matter. Besides an interesting tour, you get to sample many of their products. You need reservations, though.
