If you want to do it so it looks good, and not a cheap piece of garbage you dreamed up in 5 minutes, download a good photo editing program. Measure out an actual album cover, and start a new project using those dimensions.

Now you can take advantage of all of the features of the photo editing program, and still have the album cover print out to size. Also, you may want to scale your cover up, so you have more room to work, then shrink it down later. Make sure it's scaled proper, otherwise it'll print out all retarded looking. You'll have much better results this way rather than with a CD burning program which normally gives you a bunch of goofy looking premade templates from the manufacturer
