They're locked in? If the niegbors don't have an alarm, break the neares window to the garage, if it has windows. Or dial 911 and report the problem. Although, maybe someone could pick the lock. Do the neighbors not know the animal, is there?

I would hope that if I were a dog locked up while my owners were away on vacation, someone would report them to the humane society or police. These people have no right even owning an animal.

Contact the RSPCA (if you are in the UK), or local equivalent.

If the neighbours are definately not very approachable, then ensure you provide the information anonymously.

Normally animal protection groups will not forward on details of people who have provided tips, but not providing your name (or using an alias) will help remove risk to yourself from the neighbours.

Hi, just ring the RSPCA and they have the right to gain entry legally if an animal is suffering, then they can explain to the owners of the garage! Good luck

You need to contact the RSPCA immediately. This animal is at risk and needs protecting from neglect. You don't have to give your details, you can raise your concern and they will appreciate that and so will the little animal.

call the humane society, spca, local game warden - the animal may be well sheltered but is stuck in an unhealthy environment
( living in own wastes) & may not have adequate water supply or food supply
you can do this anonymously so your unfriendly neighbor will not know for sure it was you but please make the call for the animal's sake

Diane D is right, call your local animal protection agency (RSPCA, ASPCA etc) who can get the police involved if they have to. They'll also be better equipped to judge whether the animal is in danger/stressed/malnurished etc.

These neighbors didn't ask someone to take care of the animal while they were gone? That's terrible! Call the police.
