I heard a rumor that Larry H. Miller is planning to build a Six Flags Amusement Park in Utah. Has anyone else heard this rumor or know any details?

Six Flags is currently rumored to be planning to sell six of its theme parks for financial reasons. It is highly unlikely that they would be thinking about building a new one, especially in Utah (due to climate and population density reasons).

I too have been hearing the rumors for years ever since moving to Utah in 1994, but unfortunately I have to agree with the other answers. There just isn't enough interest or land for another theme park. Besides, Larry Miller just built the huge motor sports park out in Tooele...don't think he's got the capital at the moment for an amusement park too. Also...news stories like the one below say Six Flags is definately hurting.

It is highly unlikely. A new theme park today with land, buildings, rides, advertisement, would cost well over $200 million dollars. Six Flags is in debt at this time and has an uncertain financial future and is in no position to build an amusement park of any magnitude.
