Magneto is cool, makes you want to join his side. Darth Vader is the ultimate villian, he beat the emporer hands down. Hans Gruber in "Die Hard" was a cool villian too, because he was refined, it made him more unexpected.

Well don't know about *cool* but Hannibal Lector in the original Silence of the Lambs was refined and creepy - pure evil but he had that way about him didn't he.
