No, it is not. There are standards and codes that disallows toxic things going into cosmetics. Most things like that are synthesized in a laboratory anyway, and I believe that cosmetics must be germ-free when its sold.
Go to this link if you want to see a pic I took with my microscope of mascara... i have lipstick on the site too.

Mascara contains the crystalline form of guanine, a word that derives from the Spanish word guano, meaning "dung." Guanine is used extensively in the cosmetics industry, where it functions as a colorant and as an opacifying (shimmering or light diffusing) agent. It's found in bath products, cleansing products, fragrances, hair conditioners, lipsticks, nail products, shampoos and skin care products. The crystalline guanine used in beauty products doesn't derive from excrement, though, either from bats or from any other critter. Yet there is a bit of a "yuck!" factor to that ingredient, as guanine is manufactured from fish scales, which means you're likely finding a little bit of Nemo in your cosmetics drawer.
I pulled this info from snopes

Yes you are right, There is 12% of betahydrazine which is a direct derivative of bat poop. Although a process called metalysis is used to remove exessive protien and amino acids from it,
The lipid contained is difficult to break,

No. But I wish it was, that'd be hilarious. Bat guano is relatively toxic.
It is true, however, that fish scales are an ingredient in some lipsticks. It provides that shiny, shimmering effect. MMMmmmmm.. Wanna lick?

I can't believe that someone would honestly believe some crap like that. Read the ingredients on your mascara. There is no bat poop. Don't be dumb.
