First of all take a look on her diploma and the official translation of this document.
Even if these documents are OK, it's not verifies her education, because there was a time when you could buy any diploma for a hundred backs. Now it's more difficult to do, but it is still possible.
I'm not sure if it's possible, but you need to write a letter to her university and ask them to send you a copy of her official transcript. This will be a more reliable document.

The Russian educational system is a bit different then US. The undergraduate education is longer (usually 5 - 6 years) and is much more specialized. It could be considered MA or BA. Moscow State University is one of the best schools in Russia, so if she can show you her Diploma I'd say she has solid engineering background.

Have her take her Diploma to Credential Evaluators and have them transfer her credits from Russian ones to American ones. They actually call the University overseas and confirm with them if it's a valid diploma. It costs about $30-100, but you will know for sure if her diploma is valid.
