There are two main reasons.

1. Manitoba is in the western half of the central time zone, which means the sun rises and sets later ther than on the eastern part of the central time zone.

2. The best reason is because Manitoba is pretty far north. As you approach the Arctic Circle, the sun seems to stay up longer, because there is less "curvature" of earth above you (towards the north pole) to come in between you and the sun as the earth rotates. In summer, when the earth's axis tilts the Northern Hemisphere toward the sun, you get more sunlight, both in heat and length.

The Arctic Circle is so named because above it, daylight seems to last 24 hours in the middle of the summer, and there is nearly 24 hour darkness in the winter.

The comment about being more north and the curvature of the earth is completely correct.
I used to live in Montreal and it gets dark there around 9:30ish due to the nearby mountains and the distance from the equator.
In Toronto, it was more around 9ish.
While traveling to Winnipeg during our move here, we did some camping in northern Ontario and if you think it gets dark late in Winnipeg, you should take a trip there just to see.
I recall that it was about 10:30 to a quarter to eleven, and it was still light up there.
Winnipeg however, being on the edge of the woods, has no mountains to the west until Alberta, and is in between Toronto and North Bay in it's distance north, making the sundown later than TO, but earlier than North Bay.

Also, it needs to be stated that seasonally, we get more daylight in the winter as well.
The sun comes up a little earlier and sets a little later than some of the other places in Canada.
