Okay I know 1st you dust/sweep it, then you put floor cleaner on it... but why does teh streaks happens afterwards when i put re finisher on it ..almost like sticky guck.....hopefully I asked this correctly.

try using a pad instead of a brush or if you are good at diy use an air gun

I'm not sure about "re-finisher". Are you speaking of "stain"?
Are you speaking of "wax"?
If you are re-waxing, you must remove the old wax. This is the biggest mistake people make. Wax over old wax.
Re-staining requires sanding.
If you are using "floor cleaner", is it only removing dirt? Not wax?
Check with a wood dealer. They should have brochures available and the correct products.

depends on the original finish, oil based refinishers on oil base water based on water finishers, unless you had some one use a polyurethane finish on the floor and in that case whatever you use will leave streaks and goo
