It is Somewhere over the Rainbow (or Over the Rainbow) but it is by Israel "IZ" Kamakawiwo'ole. It is on Facing Future and Alone in IZ world. (Amazon is one of many places with song samples.)

It's a new version of Over the Rainbow (I think Eva Cassidy???)
