The constitution was ratified by the States, not the federal government. George Washington did indeed sign the constitution, but as Deputy representing the state of Virginia. In addition to George Washington John Blair and James Madison signed on Virginia's behalf. (James Madison also wrote the Constitution)

George Washington and James Madison were the only future presedents who physically signed the constitution, but as to who signed first; who knows. Most say Washington since his name is at the top as the president of the convention
