how come some people can ask stupid (rhetorical) questions and others do not?

Cause American men have a thing about breasts. Many African groups, some South American tribes, and numerous cultures of the Pacific Rim have no taboo against women going shirtless.
It's also not a big deal in Europe. Women can get served topless in beach side cafes in Italy.

Because there are certain sexual connotations attached to the female breast; personally I think some men should refrain from taking their shirts off in public (they're scaring the children).

I have no problems with it. What is good for the gander is good for the goose. Heck, walk around naked if you want.
I think the religious nuts (the ones who want to control everyone's life and tell everyone what to think and do) will have a fit or the moral police (they look at playboy, penthouse and other such magazines in secret).

They are weapons! They also look a bit weird. Men's don't stuck out and can be grabbed/sucked eaily.

Feel free to do so. In some countries, it isn't a problem. However, U.S., you will be arrested for indecency. And, frankly, some guys should be too!
