In your house? A shop vac.

In your yard? Dig a trench to make the water move away from where it is pooled.

In your neighborhood? Vote for a better Mayor and insist he arrange for your town to be better protected!

if its your house wet vac then turn on ceiling fans blowing down (if you have them) then get electric fans keep them on till its dry
