This question is not clearly asked. If you mean percentage-wise, then of course it is Hawaii since it is an island. If you mean in miles, then it is Alaska because it has more miles of coastline than all the 48 continental states combined (33000 miles).

Alaska has the largest shoreline border of all the states. Michigan does not have that record as the shore line of the great lakes could be driven by car in a couple of days where as Alaska would take a couple of months. Hawaii is second due to size, although it is completely surrounded by water so you have your choice. Most shoreline or completely surrounded by water.

Hawaii is without a doubt the state most surrounded by water...it is the only state we own that is completely surrounded by water, and not connected to any other landmark.

Michigan has the longest shoreline I believe. It's inland water though so it depends whether you consider that to count or not.
