It's not proper Spanish. It's a phrase that originally was in English and was translated to Spanish word by word with the aid of a dictionary or an electronic translator:
Hacer = Do
Tú = You
Querer = Want
A = To
Charla = Conversation / Chat
En = In
Español = Spanish
So it "means": "Do you want to chat in Spanish?", but it doesn't make much sense the way it is now.
A correct way to say the same is "¿Deseas charlar en español?

this means "two mules were playing soccer last night when one of them kicked the ball too far and hit a moving car, causing the driver to lose control of the vehicle and slam into a light post. the driver was fine, only small cuts and bruises. the mules, who were brothers, were sent to their corner with no desert after dinner. thank you.

"Do you want to chat in Spanish?"
But the translation in Spanish is wrong, who ever said that doesn't really speak Spanish.
