Actually it isn't surplus but it is specifically manufactured for the purpose of distribution to the poor. Twice a year welfare recipients go down to the local town hall or sports arena to stock up on certain food staples that will keep throughout the year. So in the event that they can't make ends meet on the assistance that they get, they will not die of starvation.
Therefore the govt supplies them with butter, CHEESE, oatmeal, powdered milk, potted meat, peanut butter, powdered eggs, canned vegetables and fruits, and cold cereal.
Isn't America great? Isn't it so wonderful that if you don't work for a living, the gov't will still make sure that you eat? And if you sell your food stamps, they will STILL see to it that you don't go hungry.

I don't know why cheese either, but I went and stayed with a friend of mine one time for a week over the summer when my parents went out of town and they had a big block of that government cheese and it was the best cheese I had ever had. They also had peanut butter with a black and white label, well it all had black and white label, but the peanut butter sucked. The cheese was really good, though. When I went home I asked my mom to go and get some and when I explained to her what kind of cheese and what the packaging looked like is when she told me that was government cheese for poor people. I never thought of my friend as being poor, though. They lived in a middle class house and had nice clothes and nice cars and she was popular in school, but her parents had 9 kids and I guess that it why they qualified???? They even had canned meat from the government and it looked disgusting.

Hahaha....kinda funny actually. Government cheese is just welfare food. I guess they figured cheese was dairy and therefore healthy for its recipients. There must be a ton of constipation in the welfare arena. HEY, THAT'S IT! OK, here's the conspiracy. Government hands out cheese which was secretly bought by the Pepto Bismal Company to give to unsuspecting welfare recipients. They eat the cheese and get major constipation. Then medicade pays Pepto Bismal tons of money to supply constipation alleviation to all the poor cramped up welfare people. It's a "Big Drug" company conspiracy.

I think it is used for protection if you have ever seen the block of cheese or they think the enemy will get a hold of it they will be constipated

Our farm subsides are outdated.
you got to either pay them not produce or use what you paid for.
thats it pretty simple,
besides kids go hungry why punish them for thier parents errors...
