On Japan's southern, subtropical islands of Okinawa, cherry blossoms open as early as January, while on the northern island of Hokkaido, they bloom as late as May. In most major cities in between, including Tokyo, Kyoto and Osaka, the cherry blossom season typically takes place around the end of March and beginning of April (see table below).

Every year it changes.sometimes it is early than March in Tokyo..depends on the location..
I was in California, February, and I noticed these cherry blossom trees ,, nobody noticed it but it is really beautiful.. I kept taking pictures..it is very beautiful...

the cherry blossoms bloom at i would guess the last two weeks of march they start and the best time to view is the first week of april when they are all bloomed out.
me and my husband got here this year just in time and it was so beautiful, at about the second week of april the blooms fall and it looks like snow on the ground.

Yah I find it to be more in mid-April than in March but I like in Northern Japan.
