yes running will help and weights will be a little better.
for your wings i suggest flapping exercise and lots of flying that will increase muscle volume.

Running will help to develop it your thigh muscle, but it also mostly tones it. If you want the thighs bigger, do squats, leg extensions, walking lunges (with weights in your hands), stair climbing, etc. All this will also work on your hamstrings and quads.
As for your wings (I'm assuming your lats, correct?), check out an online bodybuilding site, like Muscle & Fitness, or Men's Health. Most have links you can click on to get workout ideas.

running certainly will increase your leg muscles. i used to be very skinny and not have any muscle. im an amatuer boxer and have been running longer though and the only excercise i do for my legs is run. my legs are muscular and became so from running alone. if you do marathon distances however you may expect to become skinnier as that type of running is typically catobolic on muscle tissue, the body needing an energy source for such a long duration will feed off the muscle. sprinting will be the best bang for your buck and you will even get a pump in your legs as if you had lifted weights. in any case do about a half hour to 40minutes at a reasonable pace and over time your legs will grow. add hills and sprints to really make a difference. try jogging 10 minutes to warm up, sprint inbetween telephone polls for 10 repititions(sprint between 2polls, jog between 3, repeat), and finnish with 10-15 minutes running at a fast pace. besides burning off all of you body fat your legs will strengthin and grow.

Thigh muscles are best toned by bicycling. It also increases your chest capacity.
