They have discovered something out there. Whether it is a planet, that's for someone to decide on themselves. People doubt Pluto to be a planet at all either. There is a band of asteroids beyond the plants called the Kuiper belt. It's alot like the belt of asteroids between Mars and Jupiter. Some people feel that the so called "planets" are just asteroids that have been pulled out of the belt from the gravitational pull of the sun or the larger outer planets. Personally I feel that Neptune is the last planet. It makes absolutely no logical sense for there to be large gassy planets then two rocky ones. If you were to research how solar systems are formed, it doesn't fit with the general logic. So, to answer your question, yes, they believe there might be a 10th planet out there; but, I feel that it and Pluto are just larger asteroids that have lost their way from the Kuiper belt.

What is it?
This new planet (see "What makes a planet?" below) is the largest object found in orbit around the sun since the discovery of Neptune and its moon Triton in 1846. It is larger than Pluto, discovered in 1930. Like Pluto, the new planet is a member of the Kuiper belt, a swarm of icy bodies beyond Neptune in orbit around the sun. Until this discovery Pluto was frequently described as "the largest Kuiper belt object" in addition to being called a planet. Pluto is now the second largest Kuiper belt object, while this is the largest currently known.
Where is it?
The new planet is the most distant object ever seen in orbit around the sun, even more distant than Sedna, the planetoid discovered almost 2 years ago. It is almost 10 billion miles from the sun and more than 3 times more distant than the next closest planet, Pluto and takes more than twice as long to orbit the sun as Pluto.

scientists think there is a 10th planet out behind pluto, but that is under debate as to whether it orbits the sun or not.

Yeah, supposedly there is. It's out beyond Pluto but it hasn't been "officially" classified as a planet to my knowledge. Scientists like to debate stuff like this.

It is not really a planet, its a planetoid. Something that is too small to be a planet, but too big to be a meteor or moon.
