Israel most closely resembles a western country, socially and culturally. However, Bahrain, Kuwait, and parts of Qatar and the United Arab Emirates(like Dubai) are characterized by extremely well developed infrastructure and very modern architecture and are quite literally divoid of poverty, but as far as dress and other customs, these countries are far from "westernized". Jordan and Turkey also show social similarities to western countries, though not to such a great extent as does Israel. Lebenon, despite the impact of Palestinian refugees and the Syrian occupation shows a strong western influence from the French. Egypt also shows influence from the English. But the answer is Israel, unless you want to rephrase your question to ask which is the most advanced.

Outside of Israel, I tend toward Jordan. Although 'Oildoms' like Kuwait and UAE are modernized, it's a harder argument to say they are 'westernized'.

Dubai, if you consider it a country. Jordan if you do not (i.e. the entire UAE is probably less Westernised than Jordan, but not Dubai alone.)
