It's mostly just speculation. We know that there will be Sandman, and we've seen the black suit, so we can assume Venom, but most everything is still just rumor.

There's going to be at least three villians this time: Green Goblin the 2nd, Sandman, and Eddie Brock/Venom.

Sandman
Green Goblin 2
Venom (possibly only at the end)
and Sony anounced that there will definetely be 4 badguys so these are my educated guesses:
Lizard, because they've already shown Dr. Conners
Black Cat, because Gwen Stacy actually appeared i the trailer
Carnage, because it's created by the symbiote that takes over Spiderman. Maybe he'll be in Spider-Man 4

Well they are gonna have The Sandman played by Thomas Haden Church, The Green Goblin I think his name was James Franco playing him and them we have Venom who will be played by Topher Grace the dude from that 70's show...Venom will probably be CGI tho.. cus Grace his not big enough to be Venom.
And dude Gwen Stacy was never The Black Cat ...that was Felica Hardy that was the Black Cat.

There is Sandman, and there is also Venom, but he only gets about 10 minutes screentime towards the end apparently.
There is also Harry Osborn successing his father as the Green Goblin, though his suit looks bad. ;) I'm trying to find images, but can't find them. I'll repost for you later if I do.
