depends on how much budget film is. if low budget they apply it at home since location cost by half hour most of time. if hi budget they have a make up artist on location, that applies it accordingly to what is needed from close to natural to heavy clown stage make-up.

Really, really badly. If actual professional makeup artists do their makeup, they should be shot.
