You aren't doing anything wrong, this is the way ITunes and the IPod were designed to work together. Basically, ITunes is designed to feed the IPod with music. When you associate an ITunes install with an IPod and synchronize them, the IPod is made to mirror exactly what you have in ITunes.

There are techniques for doing what Apple doesn't really want you to do. One is to disable the default IPod sync behavior and have your PC treat the IPod like it's a storage device. From there, if you know what you're doing, you can get all the files off your IPod, load them onto the PC, and have ITunes import them.

There are alternative load programs you can get, some of which cost a few bucks. If you need to do this a lot it may be worth it. The actual steps are complicated, but if you google you can probably find how-tos.

One commercial solution you may want to consider is linked below. The steps for doing this on Mac vs. PC are different, so you'd need to look for information relative to your OS.
