Creamy baby oil isn't going to replace moisture. It builds a barrier to prevent some moisture loss, but it's not really great at remoisturizing.
So instead, look for a lotion that is lower in mineral oil and higher is natural oils and extracts. They'll help to replenish what you've lost. My favorite is the Garden Botanika Olive Oil lotion. It smells fantastic and adds a ton of moisture.
If that's out of your reach, look at some of the freeman body products and totally juicy scrubs (exfoliating will help remove the dull skin). They are also naturally based and don't test on animals.

I would say Aveeno because that is really works good for dry skin use all it's product. If that is too expensive go with Dove baby oil is not good for dark pigment skin because it dry the hell out you.

Baby oil is synthetic. u'd be better off using natural products like olive oil, apply it thrice daily - morning, afternoon, before bed. it cures dry skin very fast ( i should know my skin is dry too!) . Before bath, lather lots of almond oil and always take cold shower for it wont strip moisture from ur skin. if u cant stand it, use the minimum heat for ur bath/shower. good luck.
