Yes of course. There are many different solutions for this. In fact Windows Media Center Ed. is a multimedia server/DVR. One very popular and free linux based solution is MythTV. See link below. There are Myth knoppix disks that basically let you install myth onto a PC directly with no real understanding of linux required.
What you do however need to understand is how this box will be connected to whatever TV it is that you'll be driving. TV's in the past have primarily been analog devices. Now with Plasmas, LCD's and HDTV's that certainly changing quite a bit, and its much easier to stay digital.
Of course there are always the logistic issues involved with a Media center (where will you put it, how will heat dissapation be handled, how will you control it remotely?)
For this reason DVR vendors and consumer media center hardware gets a lot of this business, not to mention game consoles like the Xbox (hacked) and now the XBox360. It's clear to see that Both microsoft and Sony with the PS3 are hoping to capture a lot of this market by adding media center capabilities to their software. They are both somewhat short sighted on the amount of storage people are going to want IMNSHO, but having that HD output sure makes a game console an attractive option currently if you're looking at upgrading your TV to HDTV.
