Italy, they can out hustle Germany which is good in almost every aspect except running/sprinting ect... and in soccer if you can out run someone in soccer and have a one on one with the goalie, you've got a decent chance, even if you are in the home teams country. The French have a stiffling defense, but since their defense hardly ever moves up the field they are a lower scoring team and in the case of a zero-zero tie the Italians would probably win.
