Premature ejaculation is ONLY a problem when you're having sex with a woman. And, yes, 45 seconds is not long enough, IF you expect her to be sexually satisfied solely by 45 seconds of intercourse.
One problem is that guys can get into the habit of ejaculating very quickly when they masturbate, and then--when they're with women--they can't STOP doing it that way.
So, normally I'd say that if you're just wanking, then doing it quickly isn't a problem. But it kinda-sorta IS a problem, because some day you'll want to be with a woman, and you don't want to get that pattern all ingrained--know what I mean?
Also--and you're MUCH too young to know about all of this at this point, so I'm not going to elaborate, but:
It's important to know that most women are not fully-satisfied from intercourse alone, and there are many, many other ways to please a woman. When you're older, you can find out more details, but it's not all that important for you to know this stuff now--only in a general way, not in an "exact, specific techniques" kind of a way.

When performing masturbation, it normally happens faster than during sex. Also, at your age, you're not too far past puberty, when things are pretty goofed up and take a while to get on track. That can cause you to go quicker, get excited more often, and get excited for trivial things. Premature ejaculation normally happens when it's not expected; i.e. when you have no control over it. At your age, I wouldn't worry about it too much, especially when acting alone. Later, when your with partners, there are things you can do to help you overcome it and you only learn through doing. So don't sweat it, you're pretty normal, it sounds like, and only time will tell if you're going to have that problem. It's something you will learn in time.
