If you don't want to draw out the movie, then I would recommend Windows Movie Maker! I have it, and it's great! You can do a lot with it, like add and mix music, add pictures and movie clips, and add a whole lot of different special effects! All in all, this is a good program for the experienced and inexperienced!
If you want to draw out the movie, then I would recommend any of the Macromedia Flash programs out there! I have Macromedia Flash Professional 8, and it totally rocks! You can do so much with it, I can't even fit the list in here! Many games, advertisements, internet web sites, and even cartoons on television are made by the Macromedia Flash programs! I think it's the best animating program ever! (And they have awesome built-in tutorials if you click on "Help", so Macromedia Flash is great for the experienced and the inexperienced too!)

Depends what level you're at; if you get a Mac, it comes with iMovie which is a great starter program.
Once you know iMovie, you're ready to go to Final Cut express which is an intermediate program.
For professionals, Final Cut Pro which is apart of Final Cut Studio is the best. Used by major broadcats companies.
