Part 2 was never disclosed. The gnomes hoped that by just gathering up enough underpants, that the profit would come, (part 3) and part 2 would automatically reveal itself. I think its all covered by Thomas Malthis in his Economics Plan.

It's *shrugs*. That's all there is to it. It's simple economics. Stealing underwear leads to profit.
