I like PhotoShop Elements. I bought an older version on Amazon recently for <$30.00 shipped. (Version2.0)

PSEL, has several good selection tools to select colors, select outlines and the one I like best the the lasso, that selects where I drag with my cursor.

I don't know of any online, free programs, but a Good Photo editor is worth spending a few dollars. You can get the most recent photoshop elements (version 4.0) at computer stores for $80.00.

Have you tried Gimp? It's an open source program that is supposed to be as powerful and versatile as Photoshop, and it's free. I also understand that there are "plug-ins" you can obtain for it that add to it's versatility.

I haven't used it because my company pays the serious money for Photoshop, but I understand it is pretty good.

Try paintprush, it's a pain to manually outline the thing, but you can do it, and it's one of the cheapest things you can get, I used to have a bunch of free programs on my comp but I don't know where they went, I've lost them! haha, haven't turned that dinosaur on in years anyway.
