whats the problem with just making a new one? its free and doesnt take that much time.
if you're looking for like a predone character with like high level and rune armor, i doubt anyone will give you one, they tend to not give up their accounts, and when they do, they usually give it to friends.

get on with any acount doesnt matter what level and just stand around the fountain in varrok and sometimes there are people that are selling acounts but youd better have alot of coins
