I bought TV adapters here in Germany, but when I hook it up and my PS2 it still comes out with a Black and White picture on the TV. The TV is color and works because when its not attached to the PS2 it is in color. What do I need to buy? Another adapter? Or am I out of Luck.

Your play station 2 outputs in NTSC and your TV is set to PAL.
most TV's these days have an auotsense function and switch between the modes if neccasary. Since yours doesn't use the TV remote to check the TV's input system settings and then set the televison to NTSC viewing mode when you want to play PLAYSTATION. if there is an AUTO option by the viewing system screen set the Television to that and it should change input system to the right one each time

this has worked for many of my clients who watch pirated NTSC region 1 dvd's on thier TV's which are ussually set to PAL because in South Africa and Europe the viewing standard is PAL.

You need to convert the ps2 signal to PAL.
American tv's are on NTSF and europeans are at Pal system. Thats why your picture is B/W. I belive there is CD that you load to in your ps before you put your game in and it will encode it to PAL system.
