Under your WoW directory, you'll see a directory called Interface. Mods need to go into this directory, in a subdirectory called AddOns.

As mods come in .zip files, you need to be aware of how the mod was packaged. Some mods come with the path from Interface, others just have a subdirectory with the mod files in it. Each mod needs to create its own subdirectory beneath the AddOns folder.

Double check that you unzipped the mod correctly so that it's beneath {wowdir}Iinterface/AddOns.

If you've done this correctly, you should now see an Addons button when you're at the character screen. Go into this screen and make sure that your mods are checked. You may also find that if you end up using a lot of mods that you need to use the screen to increase the amount of script memory you allocate.

There is an annoying issue with mod versions. Whenever WoW is patched, mod authors are required to update a simple string in their mod indicating it works with the latest version of WoW. A lot of mod authors don't have the time to do a new release everytime there's a new WoW patch, especially when nothing changed in wow to effect their mod.

Basically, you can ignore this and turn on these "out of date" mods. If a mod has issues caused by the patch, you'll often get an error when the mod loads. You can turn this off manually through the same mod screen (just uncheck it) and go look in the usual places for a fixed version.
