The cheapest way will be to fly to Moscow and then take a train (be prepared to spend more than 1 day in a train). A faster option will be to fly to Moscow and then take another, domestic flight, to Izhevsk. There are 2 daily flights from Moscow.

Other major cities that you can fly from are St. Petersburg and Ekaterinburg, but be advised that there can be only 1 or 2 flights per WEEK from each of them.
